Republican county commissioner Skip Watkins was the first in line at the New Hanover County Board of Elections to submit his name as the election filing season opened Monday. “I’ve always tried to be the first one in line when I went to vote,” he said. “In running for office, I carry the same philosophy. Be the first or go home.”
