To the worry of environmental groups, the infrastructure proposal would deliver on a long-running Republican goal of shrinking the country's foremost environmental laws - narrowing reviews under the National Environmental Policy Act, the Clean Water Act and other conservation laws. Many businesses, however, are supportive of the move. "We're very pleased with the permitting provisions. Even some of them being signed law would be a major improvement," said Ross Eisenberg, vice president of energy and resources policy at the National Association of Manufacturers. "We don't want to blow up the process. We just want it to go faster."
