Vietnam asked for formal consultations at the WTO over U.S. measures it says unfairly restrict sales of catfish from Vietnam. At the heart of the issue is the 2008 requirement that went into effect in 2016 that removes catfish inspections from the U.S. Food & Drug Administration and gives the responsibility to the USDA Food Safety Inspection Service. Vietnam believes Vietnamese producers are now subject to laws, rules, and administrative practices that aren’t founded in sufficient scientific evidence. Specifically, Vietnam is challenging certain provisions of the 2008 and 2014 farm bills they believe violate the WTO Agreement on Sanitary and Phytosanitary Measures.
