I applaud “N&O panel focuses on NC’s urban-rural divide” (Mar. 21) to advocate wise plans to narrow the gap between rural and urban areas in North Carolina . Of course, this sad scenario is not going to improve soon. I recommend, having lived in North Carolina as coastal marine scientist, the following two initiatives, besides what Ned Barnett advised to add:
