Gov. Roy Cooper is doing his best to woo Amazon’s second headquarters to the Triangle area with the promise of millions in tax incentives. The governor won’t say just how much incentive cash he’s offering, but he previously offered tech company Foxconn a whopping $540 million (they opted for Wisconsin instead). Before North Carolina eagerly doles out tens of millions of dollars more in corporate welfare, we should take a hard look at how effective these incentives are.
