Farm bill amendment mania

The House Ag committee also signed off on 20 amendments introduced at the markup (all provided by Republicans). Pros can find the full amendment list here. Here's a rundown of some of them: 

-- Broadband speed: One amendment, sponsored by Rep. Vicky Hartzler, would require that the minimum broadband speed standard for USDA programs be the same as FCC guidelines. The amendment would raise the minimum rate of data transmission for the Rural Utilities Service, part of USDA's Rural Development agency, to 25 megabits per second download and 3 megabits per second upload -- up from the current legal baseline of 4 mbps download and 1 mbps upload. 

-- Gene editing and precision plant breeding: Introduced by Rep. Ted Yoho, this amendment would require a report on plans for improving the federal government's policies on gene editing and other precision-breeding methods. "The intent is to foster plant breeding innovation, which is paramount to the future of agricultural sustainability and our quality of life and economic well-being," a summary of the amendment said. 

-- Repeal a block on use of margin insurance by producers enrolled in ARC: This provision would roll back language that restricts farmers who enroll in Agriculture Risk Coverage from also signing up for a margin insurance program for corn, rice, soybeans and wheat. ARC makes payments to commodity growers when average crop revenues drop below certain levels. The Margin Protection plan insures a grower's expected margin, which is the difference between revenue and operating costs in a specific area of the country. The amendment was offered by Rep. Rodney Davis.

-- Algae research program: An amendment from Rep. Neal Dunn would include an algae agriculture research program under the High Priority Research and Extension Initiatives section.

-- Organic approved substances: This would strike language related to the national list of approved and prohibited substances for organic farming and replace it with a process allowing people to petition to have certain substances evaluated to be included on the list. The amendment is from Rep. Rodney Davis.

-- Ban sale of cats and dogs for eating: A provision from Rep. Jeff Denham would forbid the slaughter and sale of cats and dogs for human consumption, punishable by up to one year in federal prison and a fine of $2,500.
