Health insurance plans run by statewide nonprofits wouldn't have to cover pre-existing conditions or comply with most other state and federal insurance rules under legislation that cleared the state Senate Wednesday evening with bipartisan support. The vote was 37-10, with four Democrats joining the Republican majority on the bill, including Senate Minority Leader Dan Blue, D-Wake. The Senate will take one more vote, likely Thursday, then the measure heads back to the House for more debate.
