Legislation known as Build NC has received final approval from state lawmakers and is scheduled to be signed into law Wednesday afternoon by Gov. Roy Cooper. The bill would accelerate road-building projects by authorizing up to $3 billion in debt over the next 10 years. Through the bill, the N.C. Department of Transportation can access debt capacity in the Highway Trust Fund for road projects. The bill was first presented by NCDOT Secretary James Trogden.
