Senate backs judicial appointments amendment taking power from governor

 Legislation that would shift much of the governor's power to appoint judges to the state legislature cleared the state Senate Monday. Senate Bill 814 now heads to the House for more debate. If three-fifths of the House approves as well, voters will be asked in November to make the change in the state constitution.
