A Pender County man who narrowly lost a primary for county commissioner will be on the November ballot running against U.S. Rep. David Rouzer, R-N.C. David Fallin, who lost a primary challenge to incumbent Republican Pender County Commissioners’ Chairman George Brown by a scant 30-vote margin, will be on the ballot for U.S. House as a candidate for the Constitution Party, which was recognized by North Carolina as an official party in June.
