Months after lawmakers blasted Gov. Roy Cooper’s administration for failing to spend any of a $236.5 million federal grant to help Hurricane Matthew victims rebuild, no projects using the funds have been finished yet, North Carolina Emergency Management said last week. The continued delays prompted House Speaker Tim Moore to announce Monday that he’s reinstating a legislative oversight committee.
