The first meeting of a North Carolina panel tasked with summarizing the six proposed constitutional amendments on November ballots devolved Tuesday into blistering Democratic critiques of the referenda questions when the Republican member didn't attend. The Constitutional Amendments Publication Commission couldn't take official action because only two of the three members participated — state law requires all three to make decisions.
