State regulators are trying to determine the extent of environmental damage from Hurricane Florence, the head of the N.C. Department of Environmental Quality said Monday. “It’s too early to characterize the complete pollution impact,” said Michael S. Regan, the agency’s secretary. Regan said wastewater treatment plants, municipal water systems, hog lagoons that hold animal waste and coal ash sites were damaged by the storm, which hit the North Carolina coast on Sept. 14 and dumped as much as three feet of rain in some inland areas over the next several days.
