U.S. Rep. Ted Budd prevailed in one of North Carolina's most hotly contested congressional races Tuesday, taking the measure of Greensboro challenger Kathy Manning in North Carolina's 13th Congressional District. Manning, a Democrat, conceded the race in an 11:30 p.m. news release, saying that "we have learned tonight how hard it is to make change, but we know change is possible and we know change is required."
