U.S., EU headed for clash over ag in trade talks

The Trump administration included a range of agricultural demands in its formal negotiating objectives, released Friday, for upcoming trade talks with the EU, Pro Trade's Doug Palmer and Adam Behsudi report . EU Trade Commissioner Cecilia Malmström visited Washington last week to meet with U.S. Trade Representative Robert Lighthizer, and reiterated that Europe would not negotiate on agriculture. For a broad deal to get done, something's gotta give.

The Trump administration is aiming to knock down tariff and non-tariff barriers against U.S. farm goods stemming from European skepticism about American ag practices. In the negotiating objectives , USTR indicated it would also combat EU efforts to lock out U.S. cheeses and other foods from being marketed in third countries under protected geographical names.

Potential nod to Europe? On the other hand, USTR said the final agreement should ensure that each party can set its own protections for food safety and plant and animal health "in a manner consistent with its international obligations."

Staged approach: The U.S. also said it could pursue the talks in stages, potentially leaving tough discussions over agriculture for a later phase as the two sides tackle less controversial issues like regulatory cooperation.
