In a study ranking states experiencing the harshest economic effects of the government shutdown, North Carolina came in 12th. The Ascent, a part of financial services company The Motley Fool, ranked the states based on two factors: the loss of salary from federal government workers and the loss of income substitution provided through SNAP programs.
