Raising the age to 21 for buying all tobacco products in North Carolina may not be a top priority for the 2019 legislative session compared with the state budget, Medicaid expansion and education. However, local legislators and analysts say they believe there's enough momentum behind the age requirement that a bill to that effect could attract the bipartisan support necessary to clear the legislature.
