The agency is reviewing a proposed Labor Department rule to alter the H-2A visa labor certification process for hiring foreign farm laborers. Farmers bringing in temporary laborers through the H-2A program are required to demonstrate they couldn't fill the positions with U.S. workers, and that hiring foreign ag laborers won't undercut wages for Americans in those jobs. The Trump administration proposal aims to "modernize and streamline the overall function of the program," reports Pro Employment and Immigration's Ted Hesson.
