Pushing back on Trump's tariff powers

A coalition of free-market and business groups this morning is asking Senate Finance Committee leaders to move forward on legislation to curb the president's authority to impose tariffs without prior congressional approval, according to aletter sent today to Chairman Chuck Grassley and ranking member Ron Wyden.

Lawmakers are looking to rein in Trump's "Section 232" power to use national security as a justification for imposing tariffs, as he did in 2018, prompting retaliatory duties from major trading partners against U.S. farm goods and other products.

Grassley is working on a "compromise" approach to reconcile competing proposals from Republican Sens. Pat Toomey and Rob Portman, and he expects Trump won't be on board, our Pro Trade friends tell MA.

"We expect that the president would veto it," Grassley told reporters last week. "Maybe I shouldn't draw that conclusion yet ... It's just something I have to keep in the back of my mind."
