Questions over how North Carolina's congressional map was drawn could help set national legal precedent. The U.S. Supreme Court will hear arguments Tuesday morning in a lawsuit alleging that state lawmakers took partisanship too far when they set the voting districts for North Carolina's 13 seats in the U.S. House in 2016.
