Hurricane Florence had several opportunities to fizzle on its two-week trek across the Atlantic Ocean in September. Instead, the storm held together long enough to turn much of the Carolinas into a flood-ravaged zone of destruction and death. The National Hurricane Center released its final report on Florence, which caused $22 billion in damage and was by far the greatest natural disaster in the state’s history.
