North Carolina appears on its way to generating its biggest fiscal budget surplus — at an estimated $643 million — in 2018-19 since the Great Recession ended in 2011. As expected, where to place credit for what would be a fifth consecutive surplus year is stirring as much debate in the General Assembly as whether to expand Medicaid coverage to between 450,000 to 650,000 North Carolinians.
