Report: NC lacked expertise in funneling disaster recovery money after Matthew

North Carolina needs a permanent office of disaster recovery, according to a state report released Monday. The report by the legislature's Program Evaluation Division looked at why the release of some federal disaster funds for Hurricane Matthew recovery has been so slow. Basically, the state wasn't prepared to use the money. After Matthew devastated eastern North Carolina in October 2016, federal Community Development Block Grant Disaster Recovery, or CDBG-DR, funds started to flow.
