Legislators: ‘No-windmill’ rule could help avoid base closures

North Carolina legislators are working to make sure the story of Don Quixote can never happen here. In the classic Spanish novel, which first made print in 1605, the insane Don Quixote drags his barber along on impossible quests. Most famously he mistakes windmills for monsters and attacks them with his pike, only to be swept up and entangled in their slowly spinning blades.
