The Trump administration on Thursday sent a clear signal to lawmakers that it is trying to pressure them to pass USMCA this summer. The White House sent a draft statement of administrative action to Congress, a procedural step that must be done 30 days before it submits a bill to implement the trade deal, though that timeline is not guaranteed, POLITICO's Megan Cassella and Andrew Restuccia report.

The submission created fresh tension with Pelosi, who said the move "indicates a lack of knowledge on the part of the administration on the policy and process to pass a trade agreement" — a slap at Trump, who recently said the speaker doesn't understand his new trade deal.
