U.S. Sen. Chuck Grassley wants the federal government to limit payments under the 2018 farm bill to growers with "dirt under their fingernails." Grassley, an Iowa Republican, said Tuesday he only wants checks going to people "who are actively engaged in farming." "For me, that probably means they ought to have dirt under their fingernails," he told reporters in a call.
