The prospects are looming large of a protracted state budget dispute — primarily over whether to expand Medicaid — that could last weeks, if not months. Initial talks between Democratic Gov. Roy Cooper and Republican legislative leaders and budget writers may have served more to harden wills than soften negotiating stances.
