Lawmakers prepared for an indefinite standoff on the state budget Wednesday, working up a stopgap spending bill to cover odds and ends while the fight simmers over Medicaid expansion and the regular $24 billion budget. A veto override that could move that fight towards its end failed to materialize for the second day in a row. Democrats seem to be sticking with Gov. Roy Cooper on the issue, and Republicans weren't ready to test them with an actual vote, though that remains a daily possibility while the General Assembly is in session.
