"Gimmicks," Cooper says as Republicans change tactics on budget

Gov. Roy Cooper said Thursday that a GOP plan to refund taxpayers more than $660 million this fall, and to try getting around a budget impasse with him with mini-budgets built on state employee raises, sounds like politics and gimmicks. Cooper stopped short of promising vetoes for the latest legislative maneuvers in a fight that has now stretched nearly two months, saying he'd look at the series of bills General Assembly leaders plan to send him over the next few weeks.
