Off a dirt road and up on a hill, Rob Valicoff looks down from his Wapato home’s back balcony onto a small portion of the 1,700 acres of farmland he owns but fears he can’t keep. Valicoff and some of his neighbors say they’re having trouble making ends meet in part because they can no longer find enough willing, cheap labor to work their fields.
