A snippet of language regulating, or not regulating, skeet shooting on North Carolina farms has endangered passage of a wide-ranging farm bill that would also usher in a new regulatory structure for the state's growing hemp industry. The Farm Act has been one of the most back-and-forth bills of the legislative session, with much of the debate centering on what to do with smokable hemp, a cash crop that looks and smells like marijuana and worries law enforcement.
