Lawmakers start process of redrawing NC congressional district map again

North Carolina lawmakers are once again drawing new congressional districts, even though the old ones haven't technically been thrown out yet. In 2016, lawmakers were ordered by federal courts to redraw the 13 U.S. House districts because some of the ones drawn in 2011 relied too heavily on the race of voters. Now, a state court says that 2016 map relies too heavily on people's voting patterns.
