The clock is ticking on ending, at least temporarily, the retail sale of cartridge-based flavorings for electronic cigarettes — with tobacco and menthol flavors the only exceptions. The U.S. Food and Drug Administration on Tuesday filed its notice in the Federal Register about new regulatory restrictions announced Jan. 2.
