Gov. Roy Cooper announced Wednesday that North Carolina will enter the second stage of a three-part plan to resume business and social activities during the coronavirus pandemic on Friday, but earlier plans for the stage have been scaled back. Cooper said his statewide stay-at-home order, which has been in effect since late March, will end at 5 p.m. Friday. But he is replacing it with a "safer-at-home" approach.
