Last month, the South Carolina Agriculture Commissioner Hugh Weathers signed a memorandum of understanding with the Environmental Protection Agency committing to a cooperative spirit moving forward between the two agencies. On Tuesday of this week, it was North Carolina’s turn. Mike Davis reports.
