James Russell Capps, longtime NC lawmaker, dies at 89

A former member of the N.C. House of Representatives has died after a brief battle with cancer. James Russell Capps died Tuesday at the age of 89. He represented the 41st House District, which includes Morrisville and portions of Apex Cary and Raleigh. The Republican served six terms and was a reporter at WRAL News in the 1970s.
