Cornerstone Report from Washington: Congress passes FY 2021 spending bill with coronavirus relief

This evening, following multiple short-term continuing resolutions, Congress passed an omnibus spending package that includes more than $1.4 trillion worth of FY 2021 appropriations funds and a $900 billion COVID-19 relief package. The bill includes $1,570,089,000 for the National Institute of Food and Agriculture (NIFA), with $992,642,000 for Research and Education Activities, $538,447,000 for Extension Activities, and $39,000,000 for Integrated Activities. Increases are seen across six of the nine core priority lines totaling $22,199,000. Evans-Allen, 1890s Extension, AFRI, 1994 Research Grants, Payments to 1994 Institutions, and 1994 Extension all received increases. The bill also continues to carry the language allowing the Secretary of Agriculture to waive the matching funds requirement under the Specialty Crop Research Initiative. The final bill also maintains EFNEP funding at the FY 2020 appropriation.
 
Finally, the bill includes $10,000,000 for 1890 Institutions to support the Centers of Excellence, $2,000,000 to issue a competitive grant to support the establishment of an Agriculture Business Innovation Center at a historically black college or university, $500,000 to develop a public-private cooperative framework for neutral data repository and for the preservation and curation of data in collaboration with land-grant universities, $300,000 for the Under Secretary for Research, Education, and Economics to convene a blue ribbon panel to evaluate the overall structure of research and education through the public and land-grant universities to define a new architecture that can better integrate, coordinate, and assess economic impact of the collective work of these institutions, and $4,000,000 for a competitive grant to an institution in the land-grant university system to establish a Farm of the Future testbed and demonstration site.
 
In addition to funding the government through FY 2021, the package includes a coronavirus economic relief bill. The bill includes $120 billion in unemployment insurance benefits, $325 billion to support small businesses, and $166 billion for Economic Impact Payments. 
 
Additionally, the COVID-19 stimulus bill includes $75 million for the Farming Opportunities Training and Outreach Program, $28 million in support for Farm Stress Programs, and $100 million for Specialty Crop Block Grants.
 
The package now goes to President Trump for his signature.

Below are several excerpts from the bill that may be of interest:
 

SEC. 742. There is hereby appropriated $5,000,000, to remain available until September 30, 2022, for a pilot program for the National Institute of Food and Agriculture to provide grants to nonprofit organizations for programs and services to establish and enhance farming and ranching opportunities for military veterans.
 
SEC. 752. The Secretary of Agriculture may waive the matching funds requirement under Section 412(g) of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7632(g)).
 
SEC. 757. There is hereby appropriated $5,000,000 to carry out section 1450 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3222e) as amended by section 7120 of Public Law 115–334. Regarding New Beginning for Tribal Students
 
SEC. 766. There is hereby appropriated $2,000,000, to remain available until September 30, 2022, for the National Institute of Food and Agriculture to issue a competitive grant to support the establishment of an Agriculture Business Innovation Center at a historically black college or university to serve as a technical assistance hub to enhance agriculture-based business development opportunities.
 
SEC. 769. In addition to any funds made available in this Act or any other Act, there is hereby appropriated $10,000,000, to remain available until September 30, 2022, for grants from the National Institute of Food and Agriculture to the 1890 Institutions to support the Centers of Excellence.
 
SEC. 779. For an additional amount for ''National Institute of Food and Agriculture—Research and Education Activities’’, $500,000, to develop a public-private cooperative framework based on open data standards for neutral data repository solutions to preserve and share the big data generated by technological advancements in the agriculture industry and for the preservation and curation of data in collaboration with land-grant universities.
 
SEC. 798. For an additional amount for ''National Institute of Food and Agriculture—Research and Education Activities’’, $300,000, for the Under Secretary for Research, Education, and Economics to convene a blue ribbon panel for the purpose of evaluating the overall structure of research and education through the public and land-grant universities, including 1890 Institutions, to define a new architecture that can better integrate, coordinate, and assess economic impact of the collective work of these institutions.
 
SEC. 799.
