One of the 17 executive orders signed by President Joe Biden on his first day of office will require a review of certain environmental and health regulations, including the “Waters of the U.S.” rule, or WOTUS, and a pesticide application exclusion zone rule. In 2015, the Obama administration proposed WOTUS and it quickly came under fire from agricultural groups and others.
