The North Carolina Senate voted Tuesday to massively streamline the approval process for biogas collectors at hog farms over the objections of environmentalists who say it will lock in an antiquated way of dealing with hog waste. Senate Bill 605 – North Carolina’s annual farm bill – includes a number of changes in state agricultural policy.
