Top state leaders announced a bipartisan agreement Friday on years of state energy policy, calling for a substantial reduction in carbon emissions from electric plants between now and 2030. The long-negotiated House Bill 951 would also overhaul the way North Carolina approves electricity rate increases, a major financial goal for utility giant Duke Energy, which has pressed for the bill. The announcement came with joint statements from the General Assembly's Republican leadership and from Democratic Gov. Roy Cooper, who trumpeted divergent aspects of the bill.
