After nearly a year since first introduced, on Monday night the House passed by a vote of 369 to 42 the Senate’s version of the Ocean Shipping Reform Act, drawing widespread praise from agricultural groups who have seen ag exports drop by an estimated $25 billion over the last six months due to shipping constraints. “During the pandemic, ocean carriers increased their prices by as much as 1,000%. And, too often, these ocean carriers are refusing to take American exports back to Asia, leaving with empty containers instead.
