Internet-starved counties see hope for broadband in ARPA funds

While several Western North Carolina counties — Buncombe, Haywood, Madison, Transylvania and Rutherford — are dedicating some pandemic recovery money to expand broadband access, only one is dedicating nearly all of its federal dollars to the initiative.  Shortly after Avery County officials announced they would use $3 million of their $3.4 million in American Rescue Plan Act funds to provide stable internet access in the small rural county, Phillip Barrier’s phone started ringing.
