California’s air regulator is poised to require all new cars sold in the state by 2035 to have zero emissions — a sweeping rule that could pave the way for other states to adopt the requirement, transforming the nation’s auto market. The ban on new gas-powered vehicle sales — first announced by Democratic Gov. Gavin Newsom nearly two years ago — would also require automakers to make sure that 35 percent of all new passenger cars sold by 2026 have no emissions, a threshold that would increase to 68 percent by 2030. About 16 percent of new cars sold in California so far this year have zero emissions, significantly higher than the national average of 6 percent.
