Wake County, N.C., leaders decided last week not to participate in an incentive package to help ConAgra Foods keep its Slim Jim plant open in Garner, N.C., but it's still unclear whether state and local incentives will still be offered, according to local media reports.

ConAgra laid off about 300 of the plant's 750 workers after an explosion last June killed four workers and damaged the facility, shifting some Slim Jim production to other facilities.

Wake County officials said ConAgra did not meet the county policy's threshold for investment or wages to qualify for incentives from the county, according to the Charlotte News & Observer. They also noted a tight budget as another obstacle.

Garner Mayor Ronnie Williams reportedly is seeking $450,000 from the state with a promise to match that amount in the form of a tax break.
