Governor's Budget - Farmland Preservation Trust Fund

Governor Beverly Perdue has released her proposed budget for upcoming two fiscal years 2011-2012 and 2012-2013, which begins July 1.  In this budget proposal, the governor has recommended reducing the recurring appropriation for the Farmland Preservation Trust Fund by 25%  and eliminating all time-limited and temporary positions associated with this program – a total cut of $1 million over the next two years.  Further, the governor recommends transferring the responsibility for the Agricultural Development Projects to the Rural Economic Development Center’s Agricultural Advancement consortium.  Funds are transferred to support this program in proportion to amount of grants awarded to this program as reported in the 2009 annual report  or $250,000 annually.  All remaining recurring funding for the Farmland Preservation Trust Fund ($1.25 million annually) for Voluntary Agricultural district, VAD programs, and the conservation easement programs are to be transferred to the Department of Environment and Natural Resources, Division of Soil and Water Conservation. If adopted, this proposal by the governor would eliminate the Farmland Preservation Trust Fund from the NC Department of Agriculture and Consumer Services.
