A proposal from Republican Rep. George Cleveland wants the state to make a wrong turn on a long road that was carefully mapped out over months by all the parties involved. Senate Bill 3, as a 2007 law is known, represented a major revamp in North Carolina energy policy that required electric utilities such as Progress Energy and Duke Energy to meet a portion of demand through renewable energy resources such as solar.
