Free fishing licenses for North Carolinians facing hard times might soon be swallowed down the fishing hole.

At the height of the program's popularity, Sen. Jim Davis, R-Macon, has introduced SB 571 to repeal the subsistence fishing license waiver, calling it “fiscal insanity.”
