NC House OKs property rights constitution change

The North Carolina House is again supporting an amendment to the state constitution that limits the ability of government to take land away from its owners.
The House voted 98-18 Thursday on letting voters decide next year whether the constitution should prevent governments from taking property for anything but a public project like a fire station or school.
