A North Carolina House member involved in shaping health care budgets is resigning next month to become a consultant. Republican Rep. Jeff Barnhart of Cabarrus County says he's quitting his legislative seat at the end of September to take a position with McGuireWoods Consulting, one of the state's leading lobbying firms.
