Heavy rains across the state in the last week have done little to improve parched conditions affecting most of North Carolina. The N.C. Drought Management Advisory Council said Thursday that 91 of the state's 100 counties are experiencing some type of dryer than usual conditions, with the most severe problem in eastern North Carolina.
